Do you mean optional in the POM or from a Restlet extension point of view?

I tried manually excluding some of the ones I didn't want using <exclude> tags in my POM, but that caused ClassNotFoundExceptions. Looking at the code, it seems it could be accomplished by replacing import statements with some Class.forName(...) calls.

Agreed for the Class.forName(), actually there is an org.restlet.engine.Engine.loadClass(className) dedicated to this.

Which error do you get with the build? If needed you can turn off test using the build.properties file (or adding a custom.properties one).

To be done properly we need to proper instrument the JacksonRepresentation and JacksonConverter.
