JEE edition - Enhance detection of the default component

As reported by Hanno Wiegard (http://restlet.tigris.org/ds/viewMessage.do?dsForumId=4447&dsMessageId=3028318), at least two requests to the web-inf/restlet.xml file are made at startup time. this could be enchanced in order to make only one call.
