Add stale action instead of stalebot, as the latter does not work anymore (see #6977).
Run it in debug mode for now first to see what it would mark as stale / close.
Before we had
daysUntilStale: 720which is very long.The default for the stale action is 30 days, but I have set it to 120 now. Maybe it should be even shorter?
