The code I've added is mostly adapted copies of Bitcoin's implementations, including the tests (which passes). I haven't tried adding Qtum to the multichain_test.go file however since that file doesn't run at all on my system. If I could get some guidance on how to set up an environment where all existing tests work I'd be glad to get that sorted out though!
Sorry for the slightly messy commit history. I originally intended to squash, but realized that keeping it might potentially be helpful for further development.
