docs(gitlab): clarify limited scope of usage of Deploy Tokens #30787

- Deploy Tokens can not be used as `RENOVATE_TOKEN` as they lack `api`
permissions
- Mention Project Access Tokens
- Add links to point to the corresponding sections in GitLab's docs
