createRemixStub needs a new name

• PR createRemixStub -> createRoutesStub #11692
• Probably just createStub or createTestStub or createReactRouterStub
• also want to align the testing API to the real API in routes.ts

I vote for createTestStub

createRoutesStub would in theory be the least likely to conflict with other names, but searching for createTestStub does bring up this issue as the 2nd result for me 😆
