Regression: Base and Base Sepolia missing from WalletConnect #6139

Summary
The Base and Base Sepolia networks were previously supported on WalletConnect but there seems to have been a regression. I believe the regression was introduced here. The Base network is also defined as a constant here.
Details
User selects Base or Base Sepolia as a network in Coinbase wallet extension.
Remix IDE shows an error message and asks user to switch network
