Improve release automation with goreleaser

Seems like we could save ourselves some time when cutting new releases using [goreleaser](https://goreleaser.com/intro/). Perhaps it can replace most of the [doc/release-guide.md](https://github.com/relab/gorums/blob/master/doc/release-guide.md). Do you want to take a look at this @Raytar?
