From genesis, a significant portion of XRN will be permanently locked in Community Staking DAO accounts.

When calculating total supply of XRN for purposes like calculation of market cap, it should be possible to instead query the subset of all tokens that are liquid, or "total circulating supply".

Ideally, this should be implemented upstream on the Cosmos SDK directly (related: cosmos/cosmos-sdk#7774)
