Slurm constraints passed in CLI or `job.options` are ignored if no constraints are present in partition's `access` configuration option

This was introduced in 4.7.0-dev.2 and specifically in https://github.com/reframe-hpc/reframe/commit/809cba47f96537027e7419946f9d04252e11e029 during PR #3156.
