- remove net7 target, long since deprecated (remaining are LTS) - enable C# 14 and fix minor xunit overload nuance - use net10 for build and add to CI

on the last: once we're happy, I propose to drop net9.0 from the test matrix; we can do that "now", or "later"; net10.0 is the LTS release; net9.0 is still "current" until 2026-11-10; we could just leave it until then?
