[RFE] Designate per-host flag for self-scheduling only #640
Description
This feature will cover adding a host-level designator of self_schedule_only: true/false (default false)
- Allow the creation of a self-scheduling only pool of systems
- Potentially allow a hosted model where teams, CI, CPT, etc can budget their own systems similar to an LTA-H (LTA-Hosted) model but have dedicated, available systems for use with self-service / self-scheduling.
- related-to: [RFE] Self Scheduling Pool by Percentage #633 in that the API will control this.
Additionally we should support the concept of owner priority so that if the systems marked as self_schedule_only are free then anyone can self-service schedule them but if the owner of them requests them it takes priority and they can be pulled back, similar to how deliberately scheduled future assignments take priority over self-scheduled systems today.
