Description
This PR adds workflows that mirror the Zathras repository.
Before/After Comparison
Before
There are no workflows, no PR requirements, nothing to block accidental merges.
After
PRs need Jira tickets and issue mentions, Jira tickets will be in sync with the status of GitHub issues, and group review is required before merging
