Add a pause after Tower deployment is completed on OCP #649

What does this PR do?

This PR adds a sleep after Tower on OCP is deployed, so it has some time to settle down before the configuration is applied

How should this be tested?

Execute the role

As I recall the Tower deployment gets bounced once or twice after the API comes up, so this might be the best option for now (until we get onto Ansible Automation Platform) but would prefer to be able to configure this value.
