hasPhoneAccount returns false if microphone permission is off

Description

I use hasPhoneAccount to check if the phone account is allowed, but if I turn off the microphone it will return false if microphone is off. Probably related with #150

Steps to Reproduce

Turn off the microphone permission and call hasPhoneAccount
