Feat: Linting and formatting

Description

• Setup biome
• Setup editorconfig and vscode config
• Remove Prettier and ESLint
• Setup prettierignore to make prettier ignore all files for those who might have prettier still in the ide
• Setup husky and lint-staged
• Add docs entry to remove and add comments
