[llm] Upgrade vllm to 0.17.0 in ray-llm

Description

Qwen has released 3.5 and I would like to run on ray-llm on my k8s cluster.
We need newer vllm version in ray-llm.

Use case

Run qwen3.5 on k8s

Hey @hosonfung ray-llm has updated its vllm version to 0.16.0 in #61389. Feel free to check out the nightly wheels.

Actually I don't think vLLM 0.16.0 (the latest version) supports Qwen3.5. Once 0.17.0 is available, we will go through the upgrade.
