Check whether we need the AWS configuration in the wheel build workflow

We currently set [some environment variables for AWS](https://github.com/rapidsai/shared-action-workflows/blob/branch-23.06/.github/workflows/wheels-manylinux-build.yml#L212) which we may no longer need if they are set by [the upstream composite actions](https://github.com/rapidsai/shared-action-workflows/blob/branch-23.06/.github/workflows/wheels-manylinux-build.yml#L143).
