[BUG] ml_cuda_utils.h is required by Python cuML and is not in cuML's include folder

Describe the bug
ml_cuda_utils.h is a file in the src folder, but it is required by pointer_utils.pyx in the Python package, so either the needed functionality or the whole file should be moved to cpp/include
