[FEA] Improve stress test support of different GPU memory sizes

Is your feature request related to a problem? Please describe.
As observed in #3810, #3541, #3295, stress tests can fail when they expect a lot of GPU memory. These stress tests should be skipped if the memory of the GPU is not sufficient.
