[FEA] ROC Curve

I wish cuML had a roc_curve function (like in scikit-learn). Right now it already has the area under roc curve function. Interestingly, cuML also has the precision-recall curve function implemented so it's a bit of a surprise to the user to see there's no function to get the roc curve.
