Fix runtime dependencies of pro.projo:projo module

Currently, the pro.projo:projo module has runtime dependencies on both pro.projo:projo-template-annotation and pro.projo:projo-template-configuration, neither of which should be required at runtime. There is a compile-time dependency for the @Template annotation, but the only classes that use the annotation are in the pro.projo.$template package, which is excluded from the output jar. Similarly, the template configurations are no longer needed past build-time code generation.

The respective dependency scopes should be changed to provided.
