[backport v2.11.4] Error messages presentation bugs

Setup

• Rancher version: v2.11

• Browser type & version:

Describe the bug

When editing a resource via Yaml Editor:

1. Error messages are visible in Yaml Editor and Footer at the same time.
2. Messages in Yaml Editor are duplicate.
3. Error messages in Yaml Editor are not sticky at the top of the page.

To Reproduce

• Go to Fleet
• Edit a GitRepo -> click on 'Edit Yaml' action
• Remove the name and click Save

Result

1. Error messages are visible in Yaml Editor and Footer at the same time.

2. Messages in Yaml Editor are duplicate.

3. Error messages in Yaml Editor are not sticky at the top of the page.

I validated this backport is now working and the test coverage was the same as the upstream issue for 2.12
