Ubuntu 24.04 Vagrant image is not available

According to the Ubuntu 24.04 LTS (Noble Numbat) Release Notes,

Starting in Ubuntu 24.04, Canonical no longer produces Vagrant images.

So far we can use Ubuntu 23.10 image in the meantime, we will need to consider which image to use.
