Re-activate Rubocop

[andyundso]

tiny_tds has a .rubocop.yml in its source, which is currently unused / unchecked.

• Add check on CI for formatting.
• Check if we maybe can add some plugins (like one for minitest?)
• Likely re-format the entire code.
