Extend communication between components (responsiveness)

• Receive control commands from external services - [Pre]Scheduler component will adapt task configuration and allocation according to the collected knowledge about the execution process (TAU)
• Between LM and Scheduler - inform [Pre]Scheduler about failed nodes (PRRTE) and tasks for re-launching (HEP-CCE)
