Allow for the setting of the nongnu repo url by a variable, like for elpa.
Additionally allow for nongnu not to be used if the url isn't set.
This can be useful when the default url is unreachable and a mirror must be used, such as in some corporate environments, or when the repo is unwanted.

I think this has a typo... which makes me wonder if the code works as intended, because I think this would break it.
