"save file" dialog appears on wrong workspace on linux

1. Open DrRacket, then create a new window.
2. Put unsaved changes in both windows.
3. Move one window to another workspace
4. Choose File|Quit in the newer window
5. Note that the Drracket is now frozen, because there's a modal dialog on the other window, which you don't see.
