Expose CORS headers to rabbitmq.conf

This is a Web MQTT version of https://github.com/rabbitmq/rabbitmq-web-stomp/issues/127.

Unlike with HTTP API, WebSocket protocol plugins such as Web MQTT do not support CORS header configuration in rabbitmq.conf.
