Description
This PR makes a major refactoring to the types and protocols that declare atoms in order to avoid circular references due to the complexity of type declarations when implementing additional functionality for atoms.
Impact on Existing Code
There are significant changes in the internal implementation and type of atom declaration, but no changes in the interface used directly from the outside.
