Add transport_security_state_static_pins.json file

This file includes only the pinning information from
transport_security_state_static.json. This is in preparation to split
the json file into separate pinning and HSTS files.

This is being landed on its own to give consumers a chance to switch
to the new file before pinning information is removed from
transport_security_state_static.json. Once there are no dependencies
left, the actual switch to use this file will be done on
crrev.com/c/4093098
