feat: connect-to-stack.js #4565
Description
Write a javascript script that can:
- find the stack URL from quilt3 config
- create a config.json for that stack
- use chome-dev-tools for the user to authenticate (if Chrome is installed)
- grab the resulting access token
- launch the local catalog
