Add more APIs for creating errors

Including JS_NewPlainError, JS_NewSyntaxError, JS_NewTypeError, JS_NewReferenceError, JS_NewRangeError, JS_NewInternalError.

These will be useful in rejecting promises created in C.

I will open a pull request about it.
