Github Workflows updated to record build status data for picolibc and musl builds using BuildStatusDataRecorder github composite action. A file lock is also used to eliminate race condition in updating the DB file. An "enabled" flag is also added in the recording workflow to enable or disable the recording, rather than commenting or deleting the recording workflow entries. Record build status data for musl x86-64 workflow and riscv matrix builds. This commit adds the use of file lock to eliminate race condition in updating the DB file.
