Towards #10249.

This adds color variable forwarding from _brand.yml to the revealjs format.

It also adds a change to the theme semantics in revealjs formats. Now, if $primary is a variable, it's used for the link color. This is how bootstrap works, and I think we should do it uniformly across our formats whenever possible.
