More baby steps towards _brand.yml.

The brand object is now stored and cached in ProjectContext, and forwarded to the Lua filters under the brand key for access in param().

@gordonwoodhull once this is merged, you should be good to get started on typst. Right now, we're detecting and honoring _brand.yml even in non-project settings. I'm not sure if we'll keep doing that at release time, but this is the easiest way to start testing.
