Future things to consider:

• Fix usage of TCCL at some point
• For massive numbers of classes, move to getting class and package lists from resource files (but see [GR-71149][Native Image]Provide a mechanism to allow some indy and condy to initialize at build time oracle/graal#12453 which would have to be solved first)
