Config Doc - Deploy the new extension deployment plugin everywhere

We need to:

• deploy the new extension deployment plugin to all the core extensions
• advertise this new feature to Quarkiverse developers
• update the extension templates (both core and quarkiverse)
• make sure the plugin is properly executed with <extensions>true</extensions>
