Dev mode is not taking into account properties defined in the POM

If I add quarkus.http.root-path property to the pom.xml, build the project and launch the app, the root path of the app will reflect the configured value. However, if the app is launched in dev mode, the property configured in the POM will be ignored.

Properties in gradle.properties are also ignored for dev mode. I'm having a look
