Changes not needed in the cgroups test suite (relating to focused-cgroup). Since the tests will run on the runner with selinux disabled. So we'll create some cgroups dynamically there.

There is an enum: FOCUSED_CGROUP_IDENTIFIER, which is in main already. We can use that one directly
