Refresh the ramdisk download location to use a current KernelCI buildroot arm64 rootfs image. This updates both README instructions and the default --ramdisk URL in setup.sh. Signed-off-by: Yogesh Lal <yogesh.lal@oss.qualcomm.com>

thanks, can you also include change for setup.sh in this PR.
setup,sh is fetch ramdisk from linaro at present.
