[Relay] s/SEScope/VirtualDevice/g (apache#9759)

* [Relay] s/SEScope/VirtualDevice/g

Nobody liked 'SEScope', and 'DeviceMcDeviceFace' is too verbose, so it
seems 'VirtualDevice' has the popular vote.
