Bump the oldest supported Qiskit version #258

What should we add?
The current minimal Qiskit version is 1.0. Bumping it to 1.3 would allow to fix #256, and likely other similar problems than the specific one mentioned in this issue.
It might even be possible to consider directly bumping to a minimal supported Qiskit version of 2.0, since the support of the 1.4 version stops this month. I'm not sure there's a strong incentive to do so right now though.
