According to Yehuda's post, Gemfile.lock should not be included in source code repo. http://yehudakatz.com/2010/12/16/clarifying-the-roles-of-the-gemspec-and-gemfile/
By drop support for Ruby 1.9, now we can allow use of mime-types 3.0, which is the default dependency of Rails 4.

@zjlovezj 因为升级可能会导致 break 用户的项目，所以采取了比较保守的修改 minor 版本号方式。 |

The 6.7 is a maintenance release, the objective is make the further development easier and reliable, by drop legacy Ruby support and turn all specs green.
