Check and throw GUI error when run_prefix is duplicated in per_sample_FASTQ association

Example:
there are 2 samples that have different sample_name (super close)
but the exact same run_prefix so the GUI allows you to proceed, when
it should not. Basically, you have 384 samples but only 383
run_prefixes and pair of sequence files; the problematic samples are:
