Related to #2635

Description: Added save_on_rank to DiskSaver, Checkpoint and ModelCheckpoint classes.

Check list:

  • New tests are added (if a new feature is added)
  • New doc strings: description and/or example code are in RST format
  • Documentation is updated (if required)

LGTM, thanks @sadra-barikbin

However, I do not think this resolves #2635 as it would also stuck on DiskSaver._check_and_setup in ctor.
