Support selective build for Android

We should ideally be able to build the Android AAR with selective build. This is likely to be a requirement for more serious usage in production.

Maybe we can pass in selective build yaml as an argument to the build script?

1. Yes. User can now modify the sh a bit to get that.
2. Ideally all backends and kernels can be hot plug in. [Android] Make libraries hot pluggable #10457

My suggestion is that work on #10457 and this can be almost automatically done after that
