executorch-ubuntu-22.04-clang12-android pull docker image is much slower

🐛 Describe the bug

For example, in https://github.com/pytorch/executorch/actions/runs/14520878669/job/40741271043, it uses executorch-ubuntu-22.04-clang12-android, and takes 3m44s, whereas https://github.com/pytorch/executorch/actions/runs/14520878669/job/40741270926 uses executorch-ubuntu-22.04-clang12 and takes 1m, up to 2m40s.
