Rework the "Supported Type System Features" section - #16490

- Rename to "Unsupported ...". - Remove list of supported features. - Instead add a note that everything is supported, unless noted otherwise. - Add generics syntax and type statements as unsupported. - List `TypeForm` in `typing_extensions` import list. - Move the section about `bytes` promotions to a separate section.

TypeFormtotyping_extensionsimport list.bytespromotions to a separate section.Rationale: As more and more typing features are added, this list keeps growing and by now is mostly a list of nearly all type system features. On the other hand, we listed nowhere what you can't use in typeshed. So this PR switched the logic around. Also moved the section about
bytespromotions, which doesn't fit exactly here. (Also as this is now the standard, we can probably remove it at some point, although the note about_typeshedaliases is still valid. But that's a different concern.)Sidenote: The CONTRIBUTING file has accumulated a lot of cruft over the last few years, and the structure isn't great. This needs a serious overhaul at some point.
@JelleZijlstra I think you originally added this section and were maintaining it, so I'd like to get your input on this.
