Add functions: * PyBytesWriter_Create() * PyBytesWriter_Discard() * PyBytesWriter_Finish() * PyBytesWriter_Alloc() * PyBytesWriter_Extend() * PyBytesWriter_Truncate() * PyBytesWriter_WriteBytes()
